YouTube Monetization Requirements: 2026 and 2027

  • October 18, 2026

As of October 18, 2026, the main advertising threshold remains 1,000 subscribers plus either 4,000 qualified public watch hours in the previous 12 months or 10 million qualified public Shorts views in the previous 90 days. In countries with the expanded Partner Program, creators can reach fan-funding and Shopping features earlier at 500 subscribers, three valid public uploads in 90 days, and either 3,000 qualified watch hours or 3 million qualified Shorts views.

Those figures apply now, but a creator planning for 2027 must account for YouTube’s announced change. From February 1, 2027, new applicants seeking ads and Premium revenue sharing will need 8,000 qualified watch hours or 20 million qualified Shorts views. A channel approaching 4,000 hours near the end of 2026 should therefore plan around the application date, not only its current progress bar.

The lower threshold opens selected viewer-supported features; it does not switch on advertising revenue. Ads, Shorts revenue sharing and YouTube Premium sit at the full YPP level. Even then, crossing the numerical threshold only lets the channel apply. YouTube still reviews the channel’s originality, policy history and overall production pattern before approval.

The February 2027 increase applies to new creators seeking ads and Premium access. YouTube says creators already in YPP are not removed because of the new entry threshold. Existing partners must still accept the updated terms by January 31, 2027 to continue earning from the affected modules.

The two levels of YouTube Partner Program access

Level 1: earlier access to fan funding and Shopping

The 500-subscriber route is useful when a smaller audience is already willing to support the creator directly, but it is not full advertising monetization. Depending on the country and feature rules, it can open memberships, Supers, gifts or Shopping. Before building a plan around one of those tools, confirm that the feature appears in your own Earn tab.

Early-access monetization works best when the audience already has a reason to contribute. A tutorial channel with 700 loyal subscribers, for example, may earn more from a useful membership or live session than from the limited advertising attached to a small view count. Qualification matters, but the stronger question is what ongoing value supporters will receive.

Creators planning memberships should design useful perks and avoid promising a workload they cannot maintain.

Level 2: ads and YouTube Premium revenue sharing

The full level is the target most people mean when they ask how to monetize YouTube. In October 2026, it requires 1,000 subscribers and one of two audience thresholds: 4,000 qualified public watch hours in the last 12 months or 10 million qualified public Shorts views in the last 90 days.

Long-form growth is often slower, but a useful video can keep adding qualified watch time throughout the rolling year. Shorts may attract subscribers much faster, although the 90-day target demands sustained reach rather than one brief spike. A hybrid channel can use Shorts to introduce an idea and a longer video to solve it, but Shorts Feed watch time still does not count toward the long-form threshold.

What counts toward YouTube monetization

YouTube uses qualified metrics, not every number displayed in Analytics. Public long-form videos are the foundation of the watch-hour route. Private, unlisted and deleted videos do not help. Views created through paid ad campaigns are also excluded. Public livestreams can contribute when they remain public and are converted to video on demand.

For the Shorts route, YouTube counts qualified views from public Shorts appearing in the Shorts Feed. Private, unlisted and deleted Shorts do not count. Ad-campaign views and image posts in the Shorts Feed are excluded.

Two mistakes can quietly move the eligibility date backwards. The first is adding Shorts Feed watch time to the long-form total, which YouTube does not allow. The second is deleting a weak but public video without checking how many qualified hours it contributes. Clean up policy risks deliberately, but do not remove watch time blindly.

Choose the right route for your channel

Long-form route: build a useful library

The long-form route suits tutorials, reviews, education, commentary, interviews and problem-solving content. Its main advantage is compounding. One strong search-led video can keep adding qualified watch time for months. The constraint is that the audience must stay long enough for the hours to build.

Suppose a channel publishes 24 videos in a year. If each video earns 2,000 qualified views with an average view duration of five minutes, the library produces about 4,000 hours: 24 × 2,000 × 5 ÷ 60. This is a planning model, not a prediction. Actual performance will be uneven, and older videos may produce most of the watch time.

Do not chase length for its own sake. A focused eight-minute tutorial that answers the question can outperform a padded twenty-minute video. Improve the first thirty seconds, remove repeated explanations and connect each video to the next useful step.

Shorts route: operate inside a ninety-day window

Ten million qualified Shorts views over 90 days works out to roughly 111,112 per day. The daily average makes the challenge easier to understand: one viral upload may help, but it does not create a repeatable channel. The creator still needs a format that can be produced consistently and a reason for a short-form viewer to return.

Shorts are best treated as rapid discovery units. Test hooks, subjects and visual formats, then develop successful ideas into follow-up Shorts, live sessions or long-form videos. Avoid publishing interchangeable template clips simply to increase volume. YouTube’s monetization policies now describe generic, repetitive and mass-produced content as a channel-level risk.

Hybrid route: use each format for a different job

A hybrid system gives Shorts the job of discovery and long-form videos the job of depth. For example, a thirty-second editing tip can lead to an eight-minute workflow tutorial. The Short should work on its own, while the long video solves the larger problem.

Measure the two paths separately. Track qualified Shorts views over 90 days and qualified public watch hours over 12 months. Do not combine them into a fictional blended threshold. The Earn tab in YouTube Studio is the authoritative place to see progress.

Subscribers and views are only the entry ticket

YouTube reviews the channel as a whole after the creator accepts the base terms and links an active AdSense for YouTube account. Automated systems and human reviewers may inspect the channel theme, newest uploads, most-viewed videos, metadata, descriptions and how much original value the creator adds.

Before applying, look at the channel as a reviewer would. Is it obvious what the creator researched, wrote, recorded or transformed? Permission to use a clip may address copyright, but it does not automatically demonstrate enough original value for monetization. Copyright rights and YPP originality are related questions, not the same test.

Originality and repetitive-content risk

Using the same intro, set or visual identity is not the problem. The substance of each video must be materially different. Product reviews can share a format when each review contains distinct analysis. A templated slideshow that changes only a few names may look mass-produced. For multilingual production, compare AI video dubbing tools while preserving meaningful original content.

AI tools are not automatically disallowed. YouTube’s current policy focuses on the result. AI-assisted scripts, editing and visual creation can support monetization when the finished video shows a real creative decision, research, narrative or perspective. Generic automated videos that feel interchangeable create a higher rejection risk.

The TSR guide to AI Tools for YouTube Creators can help with production. Keep thumbnails accurate and preserve original editorial judgment.

Channel-level warning signs

Review the channel before applying if it contains large groups of copied clips, minimally edited compilations, readings of articles without added insight, repeated shock formats, misleading metadata or unclear ownership. A few strong recent uploads may not offset a large archive that appears reused.

A poorly performing video is not automatically a monetization risk, and deleting it may remove qualified hours. Start with the policy issue, not the view count. If the video lacks original value, decide whether it can be remade meaningfully; if it is simply unpopular but compliant, deletion may solve nothing.

How to apply for YouTube monetization

1. Open YouTube Studio and select Earn.

2. Confirm that the eligibility tracker shows the required subscriber and qualified-view threshold for your channel and country.

3. Select Apply Now and review the YouTube Partner Program base terms.

4. Link an existing active AdSense for YouTube account or create one from inside YouTube Studio. Do not create a duplicate account under the same payee name.

5. Wait for the channel review. YouTube says decisions typically arrive in about one month, although volume, system issues or multiple reviewer opinions can create delays.

6. After approval, accept the relevant monetization modules and turn on the features you want to use.

Before submitting, turn on two-step verification, confirm advanced-feature access, clear active Community Guidelines strikes and check that YPP is available in the channel’s country or region.

If YouTube rejects your application

A rejection means the reviewers believe a significant part of the channel does not meet monetization policies. Treat it as an editorial audit, not a request to upload more of the same content. While improving the channel, compare YouTube alternatives for creators as additional distribution options.

For a first unsuccessful application, YouTube allows an appeal within 21 days or a new application after 30 days. A later rejection can require a 90-day wait before applying again. Use that time to identify the exact pattern behind the decision.

Start with the most-viewed and newest videos because they shape how the channel is understood. Rewrite vague titles and descriptions, add clear creator participation, replace borrowed clips that carry the narrative, and make each video’s purpose distinct. If appealing, show the production process and explain how you research, record and edit the work.

Do not submit an appeal that only says the decision is unfair. Evidence is stronger than frustration. A concise screen recording of scripts, source files, editing timelines, voice recording and original footage can make the creation process easier to verify.

AdSense, verification and getting paid

AdSense for YouTube is the payment layer, not a shortcut into YPP. YouTube recommends creating or linking the account through YouTube Studio. A creator should normally have only one AdSense or AdSense for YouTube account under the same payee name. Duplicate accounts can be disapproved.

Payment readiness also includes identity, tax and address information. YouTube says a PIN card is sent after the AdSense balance reaches the applicable verification point, which its current help page describes as $10. If address verification is not completed within four months, channel monetization can be paused until verification is finished.

Approval does not guarantee a fixed income. Revenue varies with viewer location, subject, advertiser demand, season, video length, ad suitability, Premium viewing and the mix of Watch Page and Shorts activity. A channel should build a broader business rather than assume subscriber count equals salary.

Affiliate income can begin before YPP when it is lawful, transparent and useful. Disclose commercial relationships clearly and connect each video to an offer that fits the audience.

What changes on February 1, 2027

Follow YouTube’s announced YPP changes for the source requirements and any later updates.

YouTube has announced that new creators seeking Watch Page ads, Shorts ads and Premium revenue will need 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in 90 days. The early-access fan-funding thresholds remain 500 subscribers with three public uploads and either 3,000 hours or 3 million Shorts views.

Existing YPP members are not removed simply because they do not meet the higher entry threshold. However, the platform is introducing clearer activity requirements. From February 1, 2027, a channel is considered active if it meets at least one of these conditions: 1,000 qualified watch hours in 365 days, 1 million qualified Shorts views in 90 days, or two long-form uploads or five Shorts every 90 days.

Creators already monetizing should review and accept the updated terms in YouTube Studio by January 31, 2027. Missing the deadline stops earnings from the affected modules until the terms are accepted, but YouTube says it does not automatically remove the channel from YPP.

A practical transition plan for late 2026

If the channel is close to the current threshold, finish the strongest existing series instead of launching unrelated experiments. Improve the title, thumbnail and opening of videos that already earn qualified watch time. Publish follow-ups for topics with proven returning viewers.

If the channel is far from 4,000 hours or 10 million Shorts views, plan against the 2027 target now. That avoids a last-minute strategy built around a deadline. The higher target makes audience retention, topic selection and a repeatable production system more important than raw upload count.

YouTube monetization readiness checklist

  • Confirm YPP and expanded YPP availability in your country.
  • Turn on two-step verification and advanced features.
  • Check the Earn tab for qualified metrics, not only general Analytics totals. For an independent paid video library, compare platforms to sell videos online.
  • Separate the 500-subscriber fan-funding level from full ad eligibility.
  • Audit the most-viewed, newest and highest-watch-time videos for originality.
  • Review reused, repetitive, generic AI-generated and advertiser-sensitive content.
  • Link one valid AdSense for YouTube account through YouTube Studio.
  • Prepare identity, tax and address details for payment verification.
  • Choose a long-form, Shorts or hybrid plan based on the real bottleneck.
  • For late-2026 planning, account for the February 1, 2027 threshold increase.

Frequently asked questions

Can I monetize YouTube with 500 subscribers?

You may qualify for expanded YPP fan funding and Shopping in an eligible country if you also have three valid public uploads in 90 days and either 3,000 qualified watch hours in 12 months or 3 million qualified Shorts views in 90 days. This level does not include full ad and Premium revenue sharing.

How many subscribers do I need for YouTube ad revenue in 2026?

You need 1,000 subscribers plus 4,000 qualified watch hours in 12 months or 10 million qualified Shorts views in 90 days under the rules current on 18 October 2026.

Do Shorts watch hours count toward 4,000 hours?

No. Watch hours from the Shorts Feed do not count toward the long-form watch-hour threshold.

Will the YPP requirement increase in 2027?

Yes. YouTube says new creators will need 1,000 subscribers plus 8,000 qualified watch hours in 365 days or 20 million qualified Shorts views in 90 days from February 1, 2027.

Does meeting the threshold guarantee approval?

No. YouTube reviews the complete channel for monetization-policy compliance, originality and other eligibility conditions.

Can an AI-generated channel join YPP?

AI use alone is not an automatic ban. The finished content must still be original, useful and clearly shaped by the creator. Generic or mass-produced template content is a monetization risk.

How long does YPP review take?

YouTube says review typically takes about one month, but delays can happen.

Can I reapply after rejection?

A first rejection can be appealed within 21 days or followed by a new application after 30 days. Later reapplications may require a 90-day wait.
